Request for Proposal - Parks Master Plan

The City of West Melbourne requests that interested parties submit formal proposals for Parks Master Plan.  The City of West Melbourne Parks and Recreation Department focus is to provide the public, both residents and visitors, with unique recreation experiences. The City’s parks, open space, and recreation facilities contribute to the health of the community’s residents, enhance the integrity and quality of the natural environment, and attract visitors to the community, thereby contributing to local tourism and economic development. To optimize the City’s existing parks and recreation resources and assets, as well as strategically plan for the future, the City is interested in preparing a Parks Master Plan. The master planning process is designed to inventory existing Parks and Recreation assets, identify Parks and Recreation elements that are desired by the community and provide a roadmap that the City of West Melbourne can use to ensure community resources will be dedicated to Parks and Recreation programs and facilities that are desired by and will be utilized by citizens.

The City of West Melbourne invites qualified firms to submit proposals for developing a Parks Master Plan that meets the requirements outlined in the request for proposal.

The Request for Proposal provides additional information on scope of work, award schedule and evaluation criteria, and can be viewed from DemandStar at http://www.demandstar.com. Proposals will be reviewed by an internal committee.   

Due Date/Time: Proposals are due to the City Clerk via email by 2:00 p.m. on Wednesday, May 31, 2023.

There will be a pre-bid non-mandatory meeting on Wednesday, May 10, 2023 at 10:00 a.m.  Remote attendance will be available for this meeting.

REQUEST FOR PROPOSAL - RESIDENTIAL SOLID WASTE CART-BASED RESIDENTIAL SINGLE STREAM RECYCLABLe MATERIALS, RESIDENTIAL YARD WASTE AND COMMERCIAL/INDUSTRIAL COLLECTion, PROCESSING AND PARTIAL BILLING SERVICES

The City of West Melbourne, Florida (City) is seeking a qualified collector to provide, via an exclusive franchise, solid waste, single stream recyclable materials, bulky waste, white goods, and yard waste collection, processing and disposal services. Construction and demolition bin service is authorized service, but will not be part of an exclusive franchise. The City has prepared a proposed Agreement that defines the proposed scope of services, performance standards, term, compensation mechanism, insurance requirements, and other contractual issues. Proposals are being solicited from qualified companies or from a group of qualified companies that form a teaming arrangement.

There will be a mandatory pre-proposal conference on Thursday, May 18, 2023 at 10:00 a.m.  at the Veterans Memorial Complex, 2285 Minton Road, West Melbourne.
