Public Notice - CDBG Funding Application

The City of West Melbourne is considering applying to the Florida Department of Economic Opportunity (DEO) for a Community Development Block Grant (CDBG) for Disaster Recovery from Hurricane Irma.  A total of $85,819,653 is being made available through a competitive application process to local governments located within the forty-eight (48) counties impacted by Hurricane Irma. 

These funds must be used for potential projects that meet the following threshold criteria:

  • Projects must meet a CDBG-DR National Objective such as: Benefit to low- / moderate-income individuals, Benefit to low- / moderate-income areas, Address an urgent need.
  • Infrastructure Projects must be a CDBG-DR Eligible Activity.  Description includes activities that rebuild or replace impacted infrastructure, including but not limited to Road and Bridge Repair, Water & Wastewater Facilities, and Stormwater and Flood Management Projects.
  • Projects or programs must address a clear unmet need,
  • Tied to Hurricane Irma,
  • Primarily serving low- to moderate-income (LMI) populations, and
  • Primarily serving housing activities.

Additional information regarding the range of activities that may be undertaken will be provided at the public hearing. In developing an application for submission to DEO, the City must plan to minimize displacement of persons as a result of planned CDBG activities.  In addition, the City is required to develop a plan to assist displaced persons.

The public hearing to receive citizen views concerning the community's housing, economic and other community development needs will be held on Tuesday, August 20, 2019, at 6:30 PM or as soon as possible thereafter during a regular City Council meeting to be held at the Judge T. Mitchell Barlow Council Chambers at the Veterans Memorial Complex, 2285 Minton Road, West Melbourne, Florida 32904.  To submit comments on the proposed application or to request a copy of the proposed application please contact Scott Morgan, City Manager, at (321) 837-7771, or via email to SMorgan@WESTMELBOURNE.ORG.  Comments may be submitted beginning on August 20, 2019, and will be accepted until August 30, 2019.

The City’s CDBG Citizen Advisory Task Force (CATF) will meet to discuss the project on August 14, 2019, at 1:00 PM at the Judge T. Mitchell Barlow Council Chambers at the Veterans Memorial Complex, 2285 Minton Road, West Melbourne, Florida 32904
